TAF-APPAF 2001 國際青年社區服務領導獎 Young Civil Leader AwardDr. Chi-Cheng Huang (黃至成, USA)
Dr. Huang first came to La Paz in 1997 to serve as a
medical missionary. Although members of his La Paz church warned him that he
would endanger his life by doing so, he began walking the street at night and
treating street children for their various ailments. Then Dr. Huang found Street
Children and Child Prostitute Ministry in La Paz, as a partnership with Park
Street Church and La- Iglesia La Communidad of La Paz. Members of the
ministry walk the street at least two nights each week to administrate medical
care to street children. Dr. Huang returned to Boston in 1998 to finish medical
school and begin his double residency in pediatrics and internal medicine.
In the years since then, Dr. Huang has given many public talks, written articles
and used his personal influence in both secular and religious settings, to
inspire and mobilize many students and young professionals there in Boston to
volunteer their time to works with street children of La Paz. He also has
inspired others to give generously of their substance in order to provide the
necessary financial expansion to include an orphanage for older boys. He plans
on spending the rest of his life in La Paz, helping the street children. In the
meantime, he returns to La Paz during his vacation. Dr. Chi-Cheng Huang has provided a role model not only to the fatherless children of Bolivia, but also to the challenged by his humble demeanor and example to use their gifts and talents for the benefit of others. For all his achievement and his humanitarian work, we are honor to present Dr. Huang to be the winner of TAF-APPAF young civil leader award in 2001.
Dr. Chi-Cheng Huang (黃至成醫師) 簡介
黃至成醫師1971年12月13日出生於美國南卡萊納州的哥倫比亞市，雙親為第一代的台灣移民。黃至成在德州A&M大學取得分子生物學學士後，又繼續進入哈佛大學醫學院接受醫學專業訓練。現在黃至成醫師是美國波士頓醫院的住院醫師，也是玻利維亞當地一個教會社會團體的創辦人。該組織主要提供首都拉巴斯街頭游童的健康醫療服務。早在青少年的時代，黃醫師即積活躍地參與了許多社區服務項目，之後在大學時代更進一步地投入跨國交流的人道服務，如1993東歐塞爾維亞的青年和平計畫。在進入醫學院就讀之後，黃醫師仍持續其社會關懷的理念，運用了其專業醫學技能之專長，服務於許多需要幫助的弱勢社群與地區。
1997年黃醫生有機會到玻利維亞首都拉巴斯進行宣教服務，並在深夜裏為無家可歸的街童提供醫藥服務。他在拉巴斯創立了街童健康組織與兒童宣教會，除了每週固定在深夜裏巡視街頭以照料街童們各項的醫藥健康需要外，也有些社工人員提供流浪兒童必要的心理輔導。1998年黃醫師回到Boston繼纘他的醫學訓練，並成為當地內科與小兒科的駐院醫師，但是他仍不忘記在拉巴斯街頭無家可歸的孩童。他立誓將一生奉獻給這些孤苦無助的生命，並以演說、文章發表等形式鼓勵波士頓當地更多青年專業人士與美國台灣同鄉關心流浪街童問題，鼓勵更多人從事社會關懹的工作。
黃至成醫師的社區服務貢獻，不僅因為其在專業領域的優秀表現，更表現出新台灣移民在當地社會中社會參與幫助他人的氣闊，實足以為新一代青年之表率，因此台美基金會與亞太公共事務論壇很榮幸地宣佈，黃至成醫生為2001第二屆TAF-APPAF Young Civil Leader Award 得主。
