Young Civil Leader Award

Dacil Aceverdo Riquelme (Argentina)

Since Dacil Acevedo Riquelme was 13 years old (1987), she has been a young woman leader in her country with regional and international projects. At that aged, she started coordinating a young volunteer corps in her high school which did community service in rural and very poor schools of the Argentinean Republic. When she was 15 years old she had the opportunity to study for one year in the US for High School. There, she experimented and practiced the concept of community service that emphasizes both country and cross-cultural exchange. Therefore, she participated actively in Human Rights organizations such as Amnesty International and in the School International Club where for the first time she could meet youngsters from all around the world. That was the turning point of her career where she decided to study International Affairs in university.  By 1992, she had already received a long list of prizes, scholarships, distinctions and honors from both national and international organizations for her leadership and enterpreneurship as a young woman leader in her country.
 

In 1992, just shortly started her university career, she received the Argentinean-American Women’s Club Youth Award for her essay on ecological conservation. In 1995, she was selected for the first place from 2,000 Latin American youngsters to represent her country in the Inter-American Development Bank (IADB)-Israel’s Youth in Development Forum. In the same year, after Dacil Acevedo Riquelme received the “Prominent Young Leaders Distinction” from the Buenos Aires Chamber of Commerce, she started to build up a very important civil society youth network in the City of Buenos Aires. The network was later expanded to the rest of the country, and afterwards in the MERCOSUR region.
 

As founder of NGOs and Youth Networks, Dacil Acevedo Riquelme has played an important key role in many fields of community youth services such as: youth rights, integration process from the youngsters’ point of view, young women issues, information technology democratization, youth employment, youth and environment, and youth participation in Argentina and Latin America.
 

As a university student majoring in the field of International Affairs, she has kept up the academic work by active publication of her special experience of working with youngsters and the community services in the most vulnerable sectors of population: children, youth, women, third age, indigenous people, disabled persons, etc.
 

We are proud to present Ms. Dacil Acevedo Riquelme for the TAF-APPAF Young Civil Leader Award because she is a model of young enterpreneurship. She has the type of leadership that the global society requires for a sustainable and peaceful XXI Century: A leader with characters of integration, participation, cooperation, democracy, and equitableness.

Dacil Acevedo Riquelme (朵西爾　艾西維達．利克爾梅女士)

朵西爾艾西維達．利克爾梅女士1973年出生阿根廷的首都布宜諾斯艾利斯。早在朵西爾的青少年的學生時代裏， 她已經是阿根廷少數投入國內外交流服務計劃的年青領袖之一。十三歲時她開始組織學校學生成立一支志願服務團，在阿根延境內農村偏遠學校從事社區服務工作。中學時代中，她曾在美國高中進行一年交換學生，在那裏她深受當地青少年社區慈善博愛神精的感召，參與了許多社區服務工作，也更加體認到跨文化交流的重要性。例如加入「國際特赦」組織與校園國際社團之活動業務，使她認識了來自各個國家的青年朋友，也讓她培養了更開闊的國際視野。進入大學後朵西爾主修國際事務並因為她在青年事務與創新精神，榮獲各項表揚與獎勵。例如1992年她得到阿根廷美國婦女協會的最佳生態保育論文獎、1995年她以第一名入選為「2000阿根廷青年代表」參加在以色列舉辦之國際青年發展論壇、1995 年布宜諾斯艾利斯商會的「優秀青年領袖獎章」等。

1995年，Dacil積極投入公民社會運動並從首都布宜諾斯開始推動青年組織網絡的建立，進而在全國各地乃至於泛拉丁美洲的區域青年交流合作項目。這些青年網絡提供了拉丁美洲青年朋友從事社區志願服務、青少年人權等相關方案，希望可以由青年自己的經驗與觀察角度，為新世代的青年社會參與精神豎立蓬勃開創新榜樣和更多服務奉獻的機會。由於Dacil在學術訓練上的國際事務專業，她也繼續維持在相關領域的論述工作並出版相關文集以持續鼓勵青年朋友投入社會服務工作。

我們很榮幸地宣布她為2001年台美基金會－亞太公共事務論壇第二屆「國際青年社區服務領導獎」獲獎人，以表揚其在於新世代青年積極社會參與上所建立之良好模範，也鼓勵未來有更多青年朋友在地球村社會的紀元中，努力建構永續發展、民主人權、國際和平、文化交流的廿一世紀精神。
