LAUREATEKo
Tsai Yu-Chiung 柯蔡玉瓊

She was called
Mother Ko by many Taiwanese in respect to her ten-year's struggle in pushing
the Mandatory Liability Insurance Act through Taiwan's legislation. Mother Ko
was born in 1943 in Tainan. In her middle aged years, Mother Ko worked for and
obtained a high school diploma. She made up her mind to become a lifetime
volunteer mother to serve the general public.
Special Achievement
In 1989, Mother Ko lost her beloved son in a tragic traffic
accident. There were no formal channels in Taiwan that Mother Ko could turn to
in order to demand justification, compensation or any needed help for families
of victims of traffic accidents at that time. She was left to deal with the
aftermath of the accident and heal her wound by herself. This terrible blow
did not dwarf her, but instead, made her determined to fight for a new cause
in her life. Mother Ko founded the "Republic of China Relief Society for
Victims of Traffic Accidents" to push for the passage of the Mandatory
Liability Insurance Act in the Legislative Yuan. Because of the many interest
groups involved, the passage of the Act was not smooth at all. Through Mother
Ko's courage and perseverance of more than eight years, the Act was finally
passed and became effective on January 1, 1998. Mother Ko turned her maternal
love to compassion on the general masses and showed the world that one
courageous individual can change society to become a better place to live for
all.
