Mr. Liu was
born in Chia-Yi, Taiwan in 1961. He graduated from National Taiwan University,
and later received an MS degree in Electrical Engineering from University of
Michigan. At the time of the award, he was studying for his Ph.D. in Electrical
Engineering at UCLA.
